Soak the rice in water for 30 minutes.

Add the oil in a large pot over medium heat.

Add the meat and cook until browned on all sides.

Add the onions, garlic, ginger, and spices and cook until fragrant.

Add the tomato sauce, water, and salt and pepper to taste.

Bring to a boil, then reduce heat to low and simmer for 1 hour, or until the meat is tender.

Drain the rice and add it to the pot, then stir to combine.
